Description:
- Add the stable/ segment to the repo baseurl (rpm/el/$releasever/stable/$basearch/)
so it matches where the release scripts publish packages and leaves room for a
future devel/ repo. Removes the need for the x86_64 -> stable/x86_64 workaround
symlink on the publish host.
- Pin $releasever to the EL major via %post; add %check tests (test_post.sh).
